In the process of establishing the industrial technology innovation alliance, Japan and the United States have achieved the expected results. China started later hut has been developing at a rapid rate. Japan＇s experience shows that the government can support the research and development of indnstrial common technology and precompetitive technology though the policy and founds. Mnerican＇s experience indicates that when the market economy country develops the in- dustrial technology innovation alliance, efforts of the government still make a difference. Our country＇s industrial tech- nology innovation alliance develops rapidly under the guidance of the government in recent years and preliminary has a clear establishment idea and good development momentum. However, there is still a need to realize collaborative optimi- zation under the triple drive of legislative promotion, benefit sharing and interpersonal coordination.
