On the basis of the theory of comparative advantages and the law of talent flow, this paper points out that Caofeidian industrial zone has the advantages of location, industries, resources and opportunity for attracting all kinds of talents. But at the same time, there are constraint factors which are not beneficial for pooling talents, such as emphasizing the short-term effect of the chemical indus- try development, the insufficient support of the state preferential policies, the uncomfortable living en- vironment and the poor competitiveness of talents. The demand for talents in Caofeidian industrial zone are pridicted from the two aspects of quality and quantity.
