英文摘要：

Objective： To measure regional differences of finance compensation for primary healthcare institutions in Jiangsu Province, and then provide an effective basis for the government to adjust the structure of financial fund and improve the faimess of allocation. Methods： It cal- culates the Theil index of finance compensation for primary heahhcare institutions between 2007 and 2011, and then gets the regional Theil index and its contribution to the total Theil index through decomposition. Results： Theil index shows a declining trend. The contribution of differences between regions and one within regions to total differences remain at about 50.00%. Conclusion： The government should optimize the structure of health input, give full play to macro- control role of finance and improve evaluation and supervisory mechanisms.
