作为中国经济改革的重要制度创新，开发区不仅对当地经济发展起到重要作用，而且也预期能够带动周边地区的经济增长，即存在开发区对周边城市经济的辐射效应。本文基于1994～2006年的中国城市面板数据，通过构造本省外市和相邻城市的开发区外溢指标，细致地考察了开发区对周边地区经济增长、外资水平和劳动就业率的影响。研究结果证明了开发区能够显著促进周边地区的经济发展，而且周边地区自身吸收能力对开发区外溢效果具有关键影响。本文结论在考虑到不同地理区位和开发区类型时都较为稳健。本文研究意味着开发区建设对缩小我国区域经济发展差距、促进区域经济繁荣具有重要意义。

英文摘要：

Do Special Economic Zones enhance the economic performance of the surrounding areas？ It determines whether regional economic development model is reasonable or not. Based on both the political closeness and geographic closeness, we distinguish two kinds of spillover index between SEZ of other cities in the same province and neighbor cities. This paper explores the effect on SEZs to the surrounding areas of economic growth, foreign investment and labor employment, using Chinese city panel data from 1994 to 2006.The estimations show that SEZs can significantly promote the economic development of surrounding areas. In addition, it confirms the positive effect of absorptive capacity on the spillover effect of the SEZs. Such conclusion remains the same for various robustness tests, like considering various SEZs＇ geographic locations and SEZs＇ basic types.
