“十三五”规划明确提出进一步深化国有企业改革,深化国有企业改革、发展壮大国有经济是坚持和完善基本经济制度的必然要求,是全面建成小康社会的重要保障。云南省属国有企业在不断发展中虽取得可喜成绩,但由于资源垄断、政企不分、监管缺位等根本性问题,使得国企改革陷入瓶颈,企业运作效率低下。在新经济体制改革背景下,本研究试图针对云南省国资管理现存问题,探索新的改革路径和国资管理公司模式;对省属国资管理公司进行战略定位,并探讨其构建模式和运作机制,以期提高政府国资管理能力,推动云南省国有企业改革进程,不断增强国有经济活力、控制力、影响力和抗风险能力。
The 13th five -year plan explicitly put forward to further deepen the reform of state -owned en-terprises. Deepening the reform of state -owned enterprises, developing and strengthening state -owned econo-my is the inevitable requirement to uphold and improve the basic economic system, which is an important guar-antee for the completion of a comprehensive well - off society. State - owned enterprises of Yunnan provincehave made considerable achievements in continuous development process. However, for lack of supervision, re-source monopoly and a clear line between the functions of the government and enterprises, mode reform of stateowned enterprises has been delayed and its operation efficiency is low. In order to solve these problems, thisresearch dedicates to explore a new reform path and a new mode of state - owned company under the backgroundof the new economic system reform. In order to enhance the government' s management ability of state - ownedasset, to promote reform process of state - owned enterprises in Yunnan province, and to increase vitality, con-trol force, and influence power of state economy, the paper tries to make strategic positioning, to establish con-struction mode and operation mechanism for state -owned enterprises in Yunnan province.
