This article designs a multicriteria equilibrium model of a supply chain network under the gov- ernment's macro-control for the energy saving and emission reduction, where the upper level refers to the optimization problem of government taxes and the lower level refers to the competitive behaviors in the net- work. The function of government in regulating the energy saving and emission reduction is indicated by way of taxing. The decision-makers in the network follow the government's tax decisions and seek to determine their optimal multicriteria plans that maximize their profits and minimize their emissions. A Stackelberg-Nash equilibrium model is established based on bi-level programming. Finally, numerical examples are solved to test the efficiency of the model and the proposed algorithm based on penalty function method.
