香港自1920年代起陆续建立自己的工业,经历二次大战,大批的内地工业家来到香港。到了1960年代,香港政府大力推动工业化政策,为了制衡本地华人厂商组织的影响,催生了香港工业总会。本文讨论了香港政府对华人商会的统治政策,并以1960年代香港中华厂商联合会为个案,分析政府与商会之间的磨合关系。在讨论政府如何驾御华人商会的同时,分析香港厂商所作出的反应,其中将特别指出沪籍和粤籍厂商对政府的不同态度。
The history of the Hong Kong industries can be traced back to the 1920s. It was due to the outbreak of the Second World War, the mainland industrialists fled to Hong Kong and as a result, empowered the industry of the tiny colony. It was not until the 1960s the Hong Kong government implemented a revival policy of Hong Kong in- dustries. In order to balance the influence made by the local Chinese industrialists and their existing organization, the government helped to establish another organization called Hong Kong Federation of Industries. Basing upon a case study on the history of the Chinese Manufacturers' Association of Hong Kong, this paper is aimed to discuss the tactics of the rule by the Hong Kong government towards the different Chinese chambers of commerce. This paper raised questions on how the chambers of commerce articulated their relationship with the Hong Kong government on one hand, and distin- guished the different feedback made by the group of the industrialists headed by the Shanghainese and the local Cantonese respectively.
