Urgent joint action organization system of regional public emergency should be designed as a network of dynamics joint action organization system,and it takes the type and scale of emergency as the knot of assignment. Each joint action unit calculates and forecasts emergency in the light of its own obligation under normality,and they will rapidly react to emergency management under abnormal condition. The operating flows comprise the information transmitting, resolution making, implementing, monitoring flows. A perfect organization may confine the appearance of some negative micro situations,so as to reduce the entropy value within the system and improve the sequencing degree of the system.
