对这次汶川地震灾害的应急救援活动中暴露的问题进行了公共安全应急管理属性方面的分析，在对我国应急管理体系建设进行回顾和应急管理理论研究现状进行梳理的基础上，探讨了当前面临的基础理论问题和实践效用问题，并归纳了其中亟待解决的关键技术问题。
英文摘要：
Wenchuan earthquake challenges the emergency rescue capability and the emergency management system in China. Aiming at the problems in the emergency rescue process, we take a deep consideration for the property of the public security and the emergency management. Based on the review of the emergency management system construction process and present status of the emergency management theory research,this article explores current problems in both basic theory and practice utility. Then,we conclude some key problems to be solved urgently.
