通过验证发现,政府生产性支出对我国经济的影响只有产出效应,没有增长效应。以基本建设支出、财政科学支出与财政教育支出对产出的影响进行静态和动态分析,结果表明:(1)当只考虑生产性支出的水平影响时,财政科学支出与财政教育支出的正向作用较为明显;而当考虑到生产性支出的滞后项时,三项支出都具有明显的正向作用;(2)在静态分析中,教育支出的影响非常大,而引入滞后项后,教育支出的正向影响在当期较弱,到下一期才会大大强化;(3)当考虑到生产性支出的滞后项时,基本建设支出与财政科学支出的下期影响是负向的,只有财政教育支出的下期影响是正向,且影响幅度超过当期,这说明在这三项支出中,教育支出更具有产出效应的持久性。
This paper analyzes whether output effect is the effect of productive expenditure on China's economy or growth effect.The theoretical analysis shows that productive expenditure only has an output effect rather than a growth effect.The empirical results show that: the first main reason for economic growth is investment,with productive expenditure being the second one;among the three expenditures,the expenditure of education has the largest effect;when considering the dynamics,all the three expenditures have an output effect.Meanwhile,comparatively speaking,the output effect of educational expenditure characterizes durability.
