Responding to market failure is the main reason for the making of industrial policy. The cultivation and development of strategic emerging industries should focus on the building of institutional environment conducive to industrial development and the promotion of fair competition between different forms of ownership and enterprises. It is important to establish and improve the decision-making mechanism in making industrial policy, and to reduce subjectivity and blindness in the process. It is necessary to take the external economic effects within the country of individual behavior as the basis to determine the objects for industrial policy to support and adjust the performance evaluation system. We should develop and implement regulations concerning intellectual property rights and environmental protection, deepen reform, strengthen services, and promote the healthy development of strategic emerging industries.
