区域创新系统对中小企业集群的提升具有独特作用。但是，对于特定的中小企业集群，现有的研究和政策实践忽视了区域创新系统服务于多个集群的可能性以及“区域”边界与“集群”边界的模糊性和差异性，并因而抑制了区域创新系统对特定中小企业集群提升作用的高效发挥。因此，在“系统范式”逐渐成为主流创新范式的背景下，应提出一种崭新的中小企业集群创新理论研究视角和政策实践。鉴此，在界定中小企业集群创新系统内涵、基本结构的基础上，分析了基于系统范式的中小企业集群创新优势来源及其促进措施。

英文摘要：

The Region Innovation System （RIS） has its unique function to the promotion of Small and Medium-sized Enterprises （SMEs）. But, regarding the specific Medium and Small-sized Firms, the existing research and the policy practice neglected the region innovation system to serve many clusters＂ possibility as well as the fuzziness and the difference of the boundary between region and cluster, and thus, it suppresses RIS＂ function to specific Medium and Small-sized Firms. Therefore, in order to promote system＂ innovation of Medium and Small-sized Firms, we should propose new research angle and policy practice to innovation system of Medium and Small-sized Firms. Based on pointing out the conception and structure of innovation system of Medium and Small-sized Firms, this article provides an analysis frame of innovation system＂ competitive advantage to Medium and Small-sized Firms, which includes cluster policy directing to innovation system.
