当突发事件发生时,企业独立进行应急管理常常会面临“高成本”与“资源可获得性”等问题.为此提出了在多个企业间建立协作机制的应急思路。具体而言,文章研究了针对突发事件的“横向”与“纵向”供应链协调的应急机制,以及面向应急主题的第三方应急协调策略。根据发生可能性和影响力两个特征维度,突发事件可划分为四种类型,探讨了上述应急机制分别适用的突发事件类型。文章提出的企业间应急协作机制拓展了现有的研究成果,对企业应急实践具有一定借鉴价值。
Enterprises are often confronted with high cost and resource availability issues under disruptions. To deal with these issues, we present a cooperative emergency mechanism among enterprises. Specifically, we study horizontal and vertical cooperative emergency mechanisms among enterprises. Furthermore, we present an emergency-oriented-third-party mechanism concept. In this paper, the disruptions are classified into four categories based on the likelihood and impact, and we analyze the decision making among the emergency mechanisms under the different disruption categories. This paper provides the rational proposals for the emergency management practice.
