Questions on how to use power properly and exert power effectively are challenging the reforming towns, with the implementation and development of the administrative reform entitled ＂Streamlining Administration to Strengthen the dynamics of the Township＂. As a pioneer of this reform, Guangdong Province ascribes its current policies of power regulation to certain factors： expansion of town＇s authorities, interior discrepancies between law-based administration and efficient administration and lack of supervisory mechanism of the exercise of power. Furthermore, these governments have actively moved forward and initiated a new series of approaches, which has brought great inspirations.
