在京津冀地区协同发展大背景下,该区域城市基础设施投资效率的高低直接影响到区域经济发展和社会进步,同时也对城市生态环境和生活质量起到至关重要的保障作用。文中使用非参数估计的数据包络分析方法（DEA）对京津冀地区2003年-2012年城市五大基础设施投资效率进行分析,同时对DEA结果分别进行投影分析,找出影响区域整体发展的影响因素。研究结果表明：从京津冀地区十年整体情况来看,该区域城市基础设施投资效率虽然没有达到最优,但总体水平为良好。天津市基础设施投资效率最优而河北省基础设施投资效率较低;从投影分析结果来看,京津地区投资效率低下主要表现在公共交通方面,河北省主要调整集中在道路建设方面。

英文摘要：

In the context of the coordinated development of Beijing - Tianjin - Hebei region, urban infrastructure investment efficiency of the area has a direct effect on the regional economic development and social progress, and indirectly plays a key role in the urban ecological environment and the quality of life. This article selected five infrastructure systems and nonparametric estimation method of data envelopment analysis （DEA） to analyze the city infrastructure investment efficiency of Beijing - Tianjin - Hebei region in 2003 - 2012. And according to the results, we made the projection analysis for Beijing, Tianjin and Hebei province respectively to find out some influential factors for the harmony development of the whole region. The study result showed that from the overall situation of Beijing - Tianjin - Hebei region in ten years, although the urban infrastructure investment efficiency failed to attain optimality, overall level was good. Among them, Tianjin was the most efficient and Hebei prov- ince was lower. From the perspective of projection analysis results, the investment of public transport system in Beijing and Tianjin showed inefficiency, and the major adjustments in Hebei province was in road construction.
