城市公共基础设施经济效益反映了投入与产出之间的对比关系,是衡量运营效果的重要指标。本文运用基于二次目标函数的DEA交叉效率模型,对中国35个大中城市2012年公共基础设施经济效益状况进行了评价和分析。结果表明,35个大中城市公共基础设施经济效益整体状况并不乐观,且呈现出由东南沿海向西北内地效益递减的特征;进一步基于投入规模的聚类分析表明:城市公共基础设施经济效益与投入规模并不成正比。对于效益状况较差的城市,采取区域公共基础设施协调发展战略,并以具有相似投入规模的高效城市为标杆调整公共基础设施投入结构,将有助于总产出的增加和效益的提升。另外,国家的政策倾斜也将有助于矫正城市间公共基础设施经济效益不平衡状况。
The economic benefits of urban public infrastructure is an important target of the public infrastructure department. Such benefits reflect the relations between input and output . The DEA cross-efficiency model based on the quadratic objective function is used to evaluate and analysis the urban public infrastructure economic benefits of 35 Chinese large and medium-sized cities in 2012. The results indicate that, in 2012, the overall state of public infrastructure economic benefits of 35 Chinese large and medium-sized cities is not ideal. What's more, a decreasing trend in efficiency level from coastal to inland is presented obviously. A cluster analysis based on input scale shows that, the economic benefits of urban public infrastructure does not proportional to the input scale. For cities with low efficacy,the regional coordinated development strategy and adjustment in structure of input aiming at those have high efficiency and similar input scale can lead to an increase in total output and improvement in economic benefits of public infrastructure. Additionally, the National policy tilt also could help to correct the imbalance in infrastructure economic benefits among different cities
