基于期刊学术质量的学术期刊评价一直以来都是文献计量学领域的热点问题，然而学术界至今对期刊学术质量内涵尚未达成共识且鲜有相关学术研究。本文在回顾前人研究结果的基础上，借助REF质量框架用于理论分析期刊质量内涵的复杂性和多维度性，提出期刊的质量评价应当根据不同角度，采用不同的方法或指标，进而为建立可靠的期刊总体质量评价体系作铺垫。在此观点下，本文选取管理运筹学领域的64种国际期刊作为研究样本，展示了从知识积累角度评价期刊学术质量的指标及结果，并与常用的期刊影响因子排名结果进行相关分析。本研究可看作是建立或完善期刊质量全面评价体系的基础工作之一。

英文摘要：

Journal quality assessment has always been a hot topic in the bibliometric area, however the academic community has not yet reached consensus on the meaning of journal quality. In this paper, a review of previous researches on journal evaluations has been carried out, as well as the theoretical analysis of meaning or connotation of journal quality. Further, we propose the idea to assess journal quality from wider perspectives as journals are actually served for different purposes due to the needs of different stakeholders. In this view, we select 64 international OR/MS journals as our empirical study sample and successfully show how to assess journal quality from the view of knowledge accumulation using bibliometric approaches. The results are also compared to other commonly used indicators for journal ranking. This work can be seen as the fundamental work to build or improve the comprehensive evaluation system of journal quality.
