当代科技评价已经成为构建科技竞争发展环境的重要基础,是科技战略管理和绩效管理的重要工具,以及公众理解科技的重要渠道。然而现阶段的科技评价已经在国内外科学界引发了复杂的混合效应。我们不禁反思：定量评价已经对科学拥有了真正的权力吗？本文从定量评价频遭诟病,却屹立不倒的原因入手,在总结目前国际科技评价现状及发展趋势基础上,以中国科学院20余年来研究所评价改革路径为案例,提出了完善我国科技评价,推进卓越科学研究的建议,期望为我国科技评价改革提供借鉴与参考。

英文摘要：

Modern science and technology evaluation has become an important foundation for constructing a competitive environment for science and technology development. It has become an important tool for science and technology strategic management,and an important channel for the public to understand science and technology. However,scientific and technological evaluation nowadays has triggered a complex mixed effect in the domestic and international scientific community. We cannot help to ask： does quantitative evaluation have a real power over science？ This paper first summarized main reasons for frequently-criticizedbut-still-developing quantitative evaluation and then proposed suggestions on how to improve China＇s S T evaluation based on the summary of international ST development and CAS institutes evaluation reformation history.
