It is inevitable that eastern developed cities transfer labor-dense industries with low added value, high pol- lution and energy consumption to other areas in order to make a sustainable development and enhance competitiveness. There are several difficulties in the industry transfer such as the government keeping the economy running smoothly, developing new industry and the problem of labor transfer and re-emloyment. Enterprises also are facing some problems, such as survival and development, high transfer cost and the selection of transfer region. In order to solve these problems, the government should play a guiding role and enterprises involve actively.
