From the development of domestic industrial networks, it is not the necessary and sufficient condition of sustainable development of local industrial networks simply by attracting foreign investment and embedding in the global value chain. The uncertainty of innovation is the key which affect the sustainable development of industrial networks, the uncertainty of the path of industry or production, innovative risk, system and policy led to the lack of innovation driving force. In order to enhance the innovation ability, there should be optimized in firm unit, network organization and social environment. The paper found a drive mechanism about sustainable development of industrial networks based on these three lays, and analyze he influence on industrial networks development.
