对科研项目进行合理排序,是科研项目评审和筛选的前提,是科研管理的重要内容。数据包络分析方法已经被广泛运用于决策单元的排序之中。首先研究了科研项目评审的指标体系,然后分别利用基于最优前沿面的DEA模型和基于最劣前沿面的DEA模型对科研项目进行排序,最后将有效指数和无效指数的乘积作为标准进行排序。通过实证研究证实该方法的合理性。
Ranking is the base of research projects evaluation and .selection, and also important to science and technology research management. DEA has been accepted as a useful ranking tool. This paper studies the index system of the Research Project Ranking first. Then using the DEA models based on the best and worst frontiers, we can rank all the research projects respectively scores and inefficiency scores. The Finally we rank all the research projects according to the products of efficiency proposed method is more reasonable than the previous techniques. A numeral demonstration approves the rationality of our approach.
