采用理论和案例分析的方法,研究城市规划区内划拨用地的征地成本对城市地价的传导途径及作用.研究发现,划拨用地的征地成本可能会从邻里影响和政策传导两个路径来影响城市地价.在小区域尺度上,征地成本的邻里影响会和划拨用地的正外部性、区域土地质量提升一起来影响被征地块周边的土地供需和价格.在城市尺度上,划拨用地的单位征地成本与城市综合地价水平存在长期均衡关系和因果关系,如果给予征地成本一个冲击,会在冲击滞后一段时间后带来城市地价的小幅波动,这种波动最终会收敛,并趋于平缓.
In this paper,by using the methods of theory and case analysis,the pathway and effect of land acquisition cost to urban land price in urban planning area are revealed.It is found that the land acquisition cost may affect the urban land price by means of the neighborhood effect and the policy transmission.On the small area scale,the neighborhood effect of the land acquisition cost will be accompanied by the positive externalities of the allocated land and the improvement of the regional land quality.Meanwhile,there is a long-term equilibrium relationship and a causal relationship between the average cost of the allocated land and the average land price of the urban land.If there is a shock of the land acquisition cost,the urban land prices will fluctuate slightly after a certain period of time due to the delay effect;this volatility will eventually converge,and tend to flat.
