研究目的:以深圳市为例,利用调查问卷对《国有土地上房屋征收与补偿条例》实施后的房屋征收评估与安置补偿标准进行调查分析,并提出相应的政策建议。研究方法:问卷调查与统计分析法文献综合分析法、实地调查法。研究结论:《国有土地上房屋征收与补偿条例》出台前后深圳市房屋征收评估值类似。深圳市征收房屋的评估价与其类似房地产价值相近,征收房屋的补偿额可以保证被征收户主在同等位置购买类似二手房、较远地区购买二手商品房,建议保持评估机构的独立性以及增加对搬迁去居民工作、学习以及生活成本增加的补偿。

英文摘要:

The purpose of this paper is to make investigation and analysis on the allocation and compensation criteria after the implementation of the State-owned land on the housing levy and Compensation Ordinance, and also put forward the policy recommendations. Aiming at the problems, questionnaire investigation, statistic analysis, comprehensive analysis of the literature, and field survey are used in the paper. The conclusion of this paper is that the assessed value of the requisition of the houses is the same before or after the implementation of the State-owned land on the housing levy and Compensation Ordinance. The assessed value of the requisition of the houses is the same as the similar real estate. Compensation amount of the requisition of the houses can ensure the people being expropriated an ability to buy similar real estate in the same locations, and buy second-hand commercial housing far away from the compensation area. The independence of the assessment agencies and the compensation of cost of the work, study and living are our policy recommendations.
