研究目的:针对中国现行的以基准地价和标定地价为核心的城市地价管理体系存在的问题,提出重新构建土地市场监管体系的建议。研究方法:比较法,逻辑推理法和调查分析法。研究结果:中国一级土地市场本质上是一种垄断市场,二级土地市场应该是一种自由竞争市场,二者地价形成机制是不同的。中国基准地价、标定地价存在的最主要问题是没有承认这两个市场的区别以致服务指向不明确。研究结论:需要构建与中国土地市场结构和特征相适应的新的监管体系,即“土地正常市场价值+土地交易市场价格”并行的监管体系。一级市场以土地正常市场价值和标定地价为核心,二级市场以土地交易市场价格为监测重点。
The purpose of the paper is to re-form a new price supervision system for land market to remedy the defects of current management system of urban land price with the core of Basic Price of Urban Land (BPUL) and Marked Land Price (MLP). Research methods include comparison method, logic inference method, and investigation and analysis method. Research results show that the primary land market in China is internally a monopoly market and the secondary land market is a freely competitive market so the pricing mechanism is different from each other. The most serious problem of BPUL and MLP is that they neglect the inherent disparity between two land markets, which further results in an ambiguity in the role of land market management. The conclusion is that it is the time to re-form a new supervision system for urban land market in which normal land market value (NLMV) and actual dealing land price (ADLP) should be simultaneously considered. NLMV and MLP are for the primary land market and ADLP is for the secondary land market
