Sub provincial intergovernmental relations has been an important as well as difficult issue in the research of Chinese local government. Preexisting researches had been formed in two dimensions： the vertical dimension and the horizontal dimension. In the vertical dimension researches, scholars have explored subjects including the structure, the decentralization and centralization and the benefit gambling of the vertical relations. In the horizontal dimension researches, scholars mainly concerned about the conflict and coordination between the intergovernmental relations. Difficulties of these researches include the contradic tory dual identity of the local government, the economic decentralization and the political centralization among governments, and the backgrounds and developing orientation of sub-provincial intergovernmental relations.
