水电工程移民的妥善安置关系到工程建设的顺利开展和社会稳定。为研究安置区居民和淹没区移民在土地再分配中产生的矛盾,引入鹰鸽博弈模型对土地冲突局势稳定性进行了分析,根据土地冲突的局势均衡条件对鹰鸽博弈模型进行了非对称性修正。对模型均衡解中的参数范围进行了讨论,结果表明,土地冲突局势稳定性主要受博弈双方单位成本收益和非对称性程度的影响。结合移民实际情况,提出了相关政策建议。
The appropriate resettlement is the key to the smooth implement of hydropower project construction and the stability of the society. To study the conflicts of immigrants in the submerged area and the residents in the resettlement area, the classic Hawk - Dove game model is introduced to analyze the stability of land conflict situation. The asymmetry correction of Hawk - Dove game model is conducted according to the equilibrium conditions of the land conflict. The scope of the parameters in the e- quilibrium solution of the model is discussed. It is concluded that the stability of the conflict situation is mainly affected by the benefit per cost of the two sides of the game and the degree of asymmetry. The relevant policy suggestions are put forward on the basis of the practical situation of immigrants.
