英文摘要：

In order to measure industrial independent innovation scientifically and effectively,a combined evaluation model was established based on an adaptive genetic algorithm. Empirical research was carried out on 29 manufacturing industries. The empirical study shows that this model has better stability,and the independent innovation capacity of the manufacturing industries has an uneven distribution. This paper analyzed the causes of low independent innovation capacity, and provided recommendations for promoting industrial innovation capacity, which can add value to government and enterprise decision making.
