在经典DEA模型的基础上,建立了基于PCA-DEA-TOPSIS三步法的评价模型,对我国30个省、区、市大中型工业企业2005~2010年的R&D活动效率及其变动进行了实证分析。评价结果表明:我国大中型工业企业的R&D活动整体效率有下降的趋势;从R&D投入产出的角度来看,大中型工业企业R&D活动产出绩效有了较大提高,但仍存在R&D资源配置不合理、规模不合适等问题;2005、2010年各省、区、市大中型工业企业R&D活动效率存在显著的变动,"十一五"期间R&D活动高效率的地区数量呈现西、东、中部逐渐下降的趋势。
In the background of the progression of independent innovation ability and innovative country establishment, espe-ciaUy after the eleventh "Five-year Plan", the paper makes the variation analysis on R&D efficiency of large medium-sized industrial enterprises of 30 provinces as innovation principals from 2005 to 2010 based on the PCA-DEA-TOPSIS three stage steps using the classical DEA mode[. The resuhs show the overall R&D efficiency of large medium-sized industrial enterprises in China has a down-ward trend; the output performance of large medium-sized industrial enterprises in China has greatly improved, but there are issues on the configuration and scale of R&D resource on the view of R&D input and output; In 2005 and 2010, there were significant changes of R&D efficiency of large medium-sized industrial enterprises and the number of places with high R&D efficiency shows the decreas-ing trend of the west, the east and the central.
