金融危机以后,"民工荒"呈现出全国性民工荒、普工荒、年轻工人缺乏化、持续性民工荒等新特点,它是新时期农民工就业价值观念改变即由生存理性转变成发展理性、企业用工机制问题即为短期经济利益而不公平地对待农民工、政府就业服务不足等等各方面因素综合作用的结果。为了根本性地解决"民工荒"的问题,企业应当进行技术升级从而减少对劳动力的依赖,同时要善待农民工调动农民工的积极性以盘活企业;政府应当加大对企业的投资力度,为企业技术升级减负,完善各项政策为农民工扫清融入城市的各种障碍,优化就业信息服务,做用工单位和农民工的"媒人";农民工自身要提升素质,增强市场竞争力,脚踏实地走好职业道路。
