地方政府财政汲取能力是地方政府主观汲取努力与客观环境相互作用的结果。本文运用数据包络分析法对来自中国大陆26个省份的省级截面数据进行实证研究，在剔除了环境差异的影响后，得出基于“基准环境”的省级政府财政汲取能力的测评结果。研究表明：地方政府的财政汲取能力不仅取决于地方政府主观汲取努力，也会受到经济总量与结构等外部环境变量的影响。

英文摘要：

Extractive capacity of local governments is the result of the interaction between the subjective effort of local governments and the objective environment. The paper makes an empirical study about extractive capacity of local governments of 26 provinces in China in 2006 with four-stage DEA method. After eliminating the interference of environmental differences, we get results of measurements on the extractive capacity of provincial governments based on benchmark environment. The research indicates that the extractive capacity of local governments does not only rest with subjective effort of local governments, but also is influenced by the external environment variables such as economic gross and structure and so on.
