The formation and development of Hong Kong's core values can never be separated from its unique local education. Before the transitional period of the handover, the educational policies adopted by the British Hong Kong Government had generated values like mercantilism, liberty, democracy, rule of law and pluralism in Hong Kong. From the transitional period to nowadays, civil educational policies in Hong Kong have brought it with values characteristics like patriotism, love for Hong Kong, harmony, etc. From the perspective of development history of Hong Kong's civil education, the significant effect it plays in the formation of Hong Kongs core values can be seen.
