Innovative urban development is the goals and tasks of urban construction, and development of the city without government involvement, level of government to enhance the efficiency of urban competitiveness has an important role to play. So, to vigorously promote the construction of a harmonious society in the same time, to improve government performance and to better the role of urban development are particularly important. By applying structural equation modeling to build a harmonious society, the first indicators of government performance evaluation system and an innovative city competitiveness evaluation index system of the measurement model, the authors analyze how to further build a harmonious society for innovation-oriented city government performance affects the competitiveness of the structural model. This content, whether in research itself or research methods, suggests great innovation. This paper also discusses the role of the government for better efficiency, to promote innovative urban development and to enhance the competitiveness of the city provide theoretical guidance.
