地区产业布局优化应重点考虑产业积累水平、产业发展动力和产业带动能力三个方面的因素。该文运用因子分析法构建产业布局合理化评价指标体系,分析了新疆产业布局状况,结果表明：新疆整体产业布局合理化水平较低,新疆四大产业带产业布局合理化水平存在明显差距,15个地州市产业布局合理化水平也存在较大差异,并运用相关性分析法进一步探讨了新疆产业布局优化的影响因素,发现产业布局的积累水平和产业发展动力较大程度上影响和决定了新疆各地区的产业布局合理化水平,而产业带动能力对产业布局优化的作用不明显。因此,政府需因地制宜、合理规划,发挥产业带动效应,提升技术创新服务能力,加快第三产业的发展,以实现新疆产业布局优化和经济可持续发展。

英文摘要：

Regional industrial layout optimization should focus on three aspects：the level of industrial accumulation,the driving force of industrial development and the driving power of industry.By using factor analysis method,this paper constructs a rational evaluation index system of industrial distribution,and analyzes the situation of Xinjiang industrial distribution. The results show that：the overall industrial distribution level of Xinjiang is low;there is a clear gap between the rational level of the industrial distribution of the four major industrial belts in Xinjiang;there are big differences of distribution level among the 15 districts of Xinjiang.By using the correlation analysis to further explore the factors affecting the optimization of Xinjiang＇s industrial layout,we found that the accumulation level of industrial distribution and the driving force of industrial development affect and determine the level of the industrial layout in Xinjiang,while the industrial driving capacity of the industrial layout optimization is not obvious. Therefore, the government should adjust measures to local conditions, plan reasonably,give full play to the industrial driving effect,promote technological innovation service ability,accelerate the development of the third industry,so as to realize the industrial distribution optimization and sustainable economic development in Xinjiang.
