Along with the reform of state-owned enterprises , the capital operation management of state-owned enterprises has become more and more important, but there are many problems in China＇s state-owned enterprise capital operation, such as administrative intervention caused the distortion of the capital market function ; capital structure of enterprise was unreasonable ; capital operation and management was confusion; the appointment institution of state-owned capital managers was unreasonable, and so on. Only by improving the capital market system could be better to support the operation of state-owned capital. The form of Asset Management Co. should be make use of to make an inventory of the capital, the current state-owned capital operation su- pervision system should be adjusted, the selection of management should be market oriented, then the state-owned capital opera- tion and management would be in a good running track. The ability of state owned enterprises＇ to control an influence the econo- mic would be improved, and also the value of state-owned assets would be preserved and increased.
