The unique geographical position in Heilongjiang province, provides excellent natural conditions for rice cultivation, as China＇s major production base of commodity rice and rice-origin goods, it has a profound impact on economic development to develop rice industry in Heilongjiang province. However, lacking enough policies support and funds, technology lagged behind other issues, that restrict the development of rice industry. In a range of issues affecting the rice industry, financing is a key factor constraining their development. This paper analyzes the questions and give some support countermeasures of finance supporting rice industry in Heilongjiang province.
