With the proportion of coal mining employee decreasing, the total efficiencies of prefecture coal mining cities and county coal mining cities are different, and the scale efficiencies of prefecture coal mining cities are better than those of county coal mining cities. There are different redundance rate between prefecture coal mining cities and county coal mining cities. Therefore, it should be respectively directed for the different coal mining cities.
