技术标准是高技术产业内竞争的制高点，技术标准设定是企业竞争极其重要的战略工具。围绕技术标准设定背景下高技术企业R＆D能力的构成，首先通过分析技术标准设定对企业R＆D能力的要求，提出了技术标准设定背景下R＆D能力三个主要要素，然后指出传统R＆D能力与技术标准设定要求之间的差距，最后分别考察了R＆D能力三个主要要素在技术标准设定中的作用。研究结果有助于指导高技术企业实施合理的R＆D管理和策略，从而成功完成技术标准设定活动。

英文摘要：

Technical standards have become the commanding height of high-technology indus- tries, and standardization has turned out to be a vital strategic tool for enterprises＇ competition. Revolving around the composition of R＆D capability of high-technology enterprises embedded in standardization,firstly three core elements of R＆D ward through the analysis of requirements imposed capability under standardization are put foron R＆D capability by standardization, then gaps between traditional R＆D capability and the requirements are pointed out, ultimately the roles of the three key elements of R＆D capability played in standardization are explored. The purpose of this research is to guide high-technology enterprises to appropriately conduct R＆D management and tactics and therefore successfully fullfill standards-setting.
