目的：我国医疗保险制度不断完善和发展，但医疗费用的过快增长仍是我国面临的一个难点问题。医疗保险费用的增长除了受疾病模式、经济发展客观需要等合理因素影响外，其它不合理支出是造成费用增长的另一重要原因。方法：对目前我国医疗保险医疗费用快速增长的现象从“三方四体”方面进行了深入的原因分析。结果：提出供方、需方、保方以及政府在费用控制方面所应该采取的策略，如建议医疗保险费用的控制在以公益性为前提下，政府职能与商业保险相结合、完善费用控制的各个环节等。结论：医疗保险费用的合理控制对社会的稳定、持续发展有着非常重要的作用，需要社会各界的共同努力。

英文摘要：

Objective To study the reasons of excessive growth of medical costs with the development of medical insurance system in China. Methods The reasons of excessive growth of medical costs in China were analyzed from the aspects of＂ three parts and four bodies＂. Results Strategies to control medical costs were put forward from aspects of supplier, demander, insurer and the government, such as combining the governmental function with commercial insurance, and improving all aspects of cost control ,which was based on public interest. Conclusion It is very important to reasonably control the cost of medical insurance for social stability and its sustainable development ,which needs cooperation of the society.
