The famous philosopher Spengler is the first one who perceives technology from the perspective of culture. It is he who opens the research perspective of technical philosophy of cult-urology. His argument to the nature of technology from the start of biological foundation of technical existence is a new milestone in technical philosophy history of anthropology since Kapp. Thus, Spengler is recognized as the representative of historical and cultural doctrine in the sphere of technical philosophy and the representative of ＂the will to power view＂ of technology. Spengler＇s thought of technical philosophy is mainly embodied in the following.he proposes that technology be ＂strategy of life＂ of humans, ＂technology be rational activity＂ ; and technology be culture of materialization. Finally he draws conclusion of a pessimism thought that western culture,namely technical culture will decline inevitably.
