To develop modem circulation industry, we should, first, scientifically construct the circulation industrial chain and supply chain, guide the specialized and large-scale organizational construction of the circulation industry and lay the solid foundation for modem circulation system; second, we should link this development with free trade zone to implement innovation-driven development strategy, improve the spatial arrangement, organizational reform, technological innovation, innovation in operation pattern and the type of business of circulation industry, construct the function zone of circulation industrial cluster and improve the corn competitiveness of circulation industry; third, we should reform the management system, guide the diversified ownership innovation in investment pattern, stimulate the institutional vitality, and improve the performance of circulation industry; and fourth, we should deepen the structural transformation and upgrade of circulation industry, encourage the strategic leading industrial development and promote the large-scale, specialized, high--end, highly effective, internationalized and greened development of circulation industry.
