The new migrant workers＇ citizenization is the key to solve the problem of the new generation of migrant workers. The analysis holds that the new migrant workers＇ citizenization is facing political, economic,cultural and legal intolerance based on the perspective of inclusive development theory. In this regard,such measures will be taken to turn the new generation of migrant workers into city residents while adhering to the principle of scientific development,eliminating institutional obstacles step by step,optimizing the national income distribution system,achieving the equalization of public services,constructing the legal safeguard mechanism,improving their own quality,and removing the cultural barriers.
