To meet demand on diversification of combat and low redundancy of system structure in the construction of early-warning and counter-attack system,with the system structure framework theory brought by the Department of Defense,the papers conducts systematic analysis from operational purpose,operational activities,operational capability and weapon system;based on operation loop theory,the paper proposes an operation loop computation method and operation effectiveness evaluation model based on the characteristic root;taking the early-warning and counter-attack system by a certain model of missile,the paper verifies the proposed operational system construction and effectiveness evaluation method and then conducts sensitivity analysis and discussion for the evaluation result.
