The problem of the plant plements the whole resources location and its size decision for uncertain environment is studied to im scheme optimized, and avoid the surplus or scant facility resulting in corporation's loss. In this paper, we suppose that unit cost of production is reverse with plant's size, and fix cost increase as the plant's size is large. Two models are built for certain and uncertain environment, and two Benders decomposition algorithms for the NP-hard problems are designed and a set of experiments are implemented for the two proposed algorithms.
