The fire accident is one of the frequently happened accidents involving university campus safety. In this article, the behavioral safety model is applied to study 20 fire accidents in 2012 in university campus, finding out the direct causes - seven major unsafe actions, including breaching the regulations when using electric devices, delay replacing the aging wires, using a rejected power strip, failing to operate the flammable chemicals, violating the don＇ Is of putting the gas cylin der and gas stove in the same room, disconnecting the plugs untimely and leaving from the stove when cooking. Consequent analyses show that the indirect reason for fire accidents is the habitual behavior of the majority of students on campus, the ele mentary reason for fire accidents is the deficiency of safety culture cultivation and the originating reason for fire accidents is the inadequacy of administrations for university campus safety system. Eventually some prevention measures are suggested, such as the fire- lighting knowledge training, the safety contingency plans creation and the safety culture construction.
