A new transportation network efficiency measure was proposed in this paper. The measure can be used to assess the performance of a transportation network, because it can reflect the influence on the network efficiency induced by flows, travel cost and travel behavior under the equilibrium state of the transportation network, regardless of the what type of equilibrium. Numerical application denotes the method can measure the efficiency of the transportation network in reason, and it also could explain some transportation phenomena scientifically.
