应对准备是重大突发公共卫生事件政府管理过程的首要阶段,政府应对准备能力的强弱不仅关系到能否将潜在的风险消灭在萌芽中,而且关系到事件的变化与发展和所造成的影响与损失。首先,建立重大突发公共卫生事件政府应对准备能力分析模型并界定了政府应对准备能力的概念,其次,通过案例法初步归纳出重大突发公共卫生事件中国政府应对准备能力的关键要素,再次,基于问卷调查获取的481个公共卫生管理部门的有效样本数据,采用信效度分析和验证性因子分析,最终得出重大突发公共卫生事件中国政府应对准备能力的关键要素为预案建设能力、资源储备能力、法制建设能力和国际合作能力。

英文摘要：

Emergency preparedness is the primary stage in the emergency management process of major public health emergency.Emergency preparedness capability of the government is not only related to whether potential risks can be eliminated in the bud, but also related to the impact and losses caused by the change and development of the emergency.This paper firstly establishes the government capacity analysis for major public health emergency,defines the concept of preparedness capability. Secondly, it summarizes the original inscapes of preparedness capability through cases.Thirdly,based on the valid survey data from 481 public health administrative departments, this paper conducts reliability and validity analyses and confirmatory factor analysis, finally the key inscapes of Chinese government preparedness capability are obtained as： preplan building ability, resource reserve ability, legal con struction ability and international cooperation ability.
