Certain historical, social and cultural background is the starting point of building a harmonious society. At present, there are four serious challenges from natural and social aspects facing us in building a harmonious socialist society： the extreme disharmony between the population and the resource; the low level of economic development and the salient dualistic structure of unbalanced economic society; the polarization between the rich and the poor among social members; and the weak foundation of the legal system. As the leader of building a harmonious society, the Chinese Communist Party must adapt itself to the specific historical environment in order to face the challenges and trials that directly result from such environment.
