以发明专利授权量和技术市场成交额为产出变量,采用随机前沿分析模型对我国区域研发创新效率进行评价,结果显示:发明专利授权量产出效率偏低,研发创新成果的市场化水平不高,两种产出的环境因素致使增长动力不足;发明专利授权量的增长以研发经费推动,技术市场成交额的增长以研发人员推动;我国区域研发创新主体是要素驱动型;省际和区际之间的效率差距仍然存在。
The regional research evaluated by using the amount of and development (RgaD) innovation efficiency in China is invention patent grant and technology market turnover as the output variables in the stochastic frontier model. It is found that the amount of invention patent grant output efficiency is low, and the market turnover level of RInD innovation achievements is also low. The environmental factors of the two outputs are the causes of insufficient growth momentums. But the two growth momentums are different. The amount of invention patents is promoted mainly by R&D funds and the technology market turnover by R&D personnel. Regional innovation China is still factor-driving. There are still efficiencies gaps between provinces and districts.
