Resource and environmental issues are one of the severe trials the world has to face recently. Theory of mainstream economic growth which emphasizes technological improvement can not tackle the problem efficiently; neither can systematic innovation control the continual deterioration of resource and environment. This is closely related to the neglect of the function of natural capital on the part of theory of economic growth and the failure to explore and protect natural resource over time. Considering the future of man, in order to maintain natural capital, sustain the resource and environment basis of the development of social economy, reforms in social economic field should be carried out into ideas of growth, economic accounting and resource and environment management system.
