With five years of practical construction and theoretical research of double-subject school running in school-enterprise cooperation of higher vocational education, enterprises lack policies and legal incentives facing double-subject mode of education. Administrative management in higher vocational colleges keeps vocational education away from enterprises and the market. The mode is not perfect in mechanism and in system and lacks execution. Relevant policies and laws cannot be made overnight and it is impossible to carry out non-administrative management and highly market-oriented operation. A pressing matter of the moment is to construct matrix structure of double-subject cooperation and it will become the main way of cooperation between school-enterprise（double subjects）cooperation.
